It is seldom the case that all projects are carried out according to a method and / or a tool in a company. For scheduling it is not neccesary to hav all projects in one tool, because it is enough when the projektmanager maintains his projct in a tool and discuss all the relvant milstones in projectmeetings. It is more difficult to implement portfolio management or resource management. For portfoliomanagement, ideas must already be used as projects. And for resource management, all projects must be in the resource management tool in which a person can be booked. it becomes more complicated, because different structures are required for each discipline. The top level of the project is often sufficient for portfolio management. Resource management often requires something under it, and scheduling requires a very detailed structure.
